I believe the skirt originally had a hook and eye attachments at the waist that ripped out leaving holes on either end. I added the button and turned the larger hole into a button hole, reinforced on the inside. Please see final image for details. There is also a peppering of faint spots on the waist band. No other issues of note. Skirt is clean and vibrant!
